MINUTES OF THE  MEETING HELD ON WEDNESDAY 3rd OCTOBER 2007 8.00 P.M. IN THE VILLAGE HALL

1.      APOLOGIES FOR ABSENCE: John Taylor, Martin Chillcott and Councillor John Holdich. Members of the public present: Councillor Diane Lamb, Kerry Davies, John Allsopp, Martin Bradshaw, Andy Martin, Mr Pickering, Lesley Snushall and Helen Buckingham – Support Officer.

2.      MINUTES OF THE LAST MEETING held on Wednesday 5th September 2007 had been circulated prior to the meeting and a copy placed on the Notice Board. It was proposed by John  Howard and seconded by Eleanor Hoggart that these be signed.

3.      AGENDA ORDER – The agenda order was revised for those present.

4.      PARISH COUNCILLOR VACANCY – Martin Bradshaw had attended the meeting at the request of the Parish Council, but due to an unfortunate accident Mrs Jayne Mann was unable to attend. After discussion it was agreed to invite Jayne Mann to the next meeting. Martin Bradshaw was thanked for attending.

5.      PLANNING

07/01134/FUL – Change of use to A1 Community pharmacy on ground floor, retention of first floor as offices at The Old Chapel, Church Hill, Castor – this application was refused on the grounds of loss of amenity – The Parish Council would like to thank all those involved in this matter – Ailsworth Parish Council, the Action group, David Shaw and Martin Chillcott

07/01458/FUL – Single storey rear extensions, extension to garage, recladding and new roof structure at Castor Heights, Peterborough Road- no objections

07/01539/CTR – Fell Sycamore tree at Castor Barns, Peterborough Road, Castor – No objections, but would like to see a native species replacement.

07/01511/FUL – Two storey and first floor side extension, two storey side extension, two storey front extension and porch at 65 Peterborough Road, Castor – The parish council had no objections in principal, but would prefer it if all extensions were at the back of the property and not in breach of the building line at the front

06/01768/FUL – Loft conversion with three dormers at 18 Church Hill – The Planning Inspector has decided to allow this appeal.

6.      MATTERS ARISING

a)      Road Safety – .No comment

b)      Glebefield –This will be discussed at our next meeting.

c)      Clay Lane development – English partnership had approached the parish council with a view of holding a public consultation weekend on this matter. The dates are 20th and 21st October. Eleanor Hoggart will look into the Section 106 and David Shaw’s advice will be sort on how to put a case together

d)      Granite posts on the Green and other areas – William Baxter has delivered 31 Oak posts to John Taylor’s house. A contractor will now be sort to put them in.

e)      Village Cross – William Burke is investigating this matter.

f)       Children’s Play area – This will go on the next agenda.

g)      Allotment rents – The Clerk will clarify as to what Ailsworth Parish Council is charging.

h)      Woodlands – Martin Chillcott is investigating this matter.

i)        Bulbs, trees and re-seeding of verges – A budget of £500.00 was set, Mr Baxter will investigate.

j)        Village Website – Nothing to report

k)      Office Equipment – The Clerk will investigate the cost of a laptop computer and laser printer.

7.      FINANCE –

It was proposed by Eleanor Hoggart and seconded by William Baxter that the following be paid:

a)      Anglian Water - £46.21

b)      Harry Adcock Ltd for Oak Posts - £610.12

c)      Society of Local Councils Clerks training package £195.00

d)      CiLCA Registration Fee - £70.00

It was agreed that William Baxter will investigates to see if we are getting best value from Yorkshire Bank.

8.      VILLAGE HALL MANAGEMENT – Ian Sheldon, Tracey Blackmore and Eleanor Hoggart are still trying to arrange a meeting.

9.      CORRESPONDENCE

a)      Peterborough City Council regarding review of Polling Districts and Polling Places – no comment

b)      Mr Wood regarding Horse Shelter – The parish council need to know the positioning of the Shelter

c)      Mrs M Gibbs has written to notify the parish council that due to foot and mouth restrictions the cows cannot be moved from the land in Splash Lane -noted

10.  REPORTS AND ITEMS FOR NEXT AGENDA

Helen Buckingham – Community Support Officer had attended the meeting to give a report on the crime issues in the villages and to prompt E-Cops

Steve Warner from Peterborough City Council had attended the meeting to inform the parish council of footpath alterations at Whites Spinney and new bridleway link into Southey Woods

Village Plan will go onto January meeting.

It was noted that several lampposts are not working; Andy Smith and the Clerk will walk the village to collect column numbers and locations to report to Peterborough City Council

It was reported that the horse gate on Landy green Way is broken; the clerk will contact Peterborough City Council
